CHAZ PACKAN FOR DISTRICT 4 COUNTY COUNCIL
I am a lifelong Frederick County resident and the oldest of three children, raised with the values of faith, family, and a deep love for the United States of America. Born with Cerebral Palsy, I learned early what perseverance truly means. Doctors told me I would never walk—but through determination, hard work, and God’s grace, I proved them wrong. That experience shaped my character and taught me never to back down from a challenge or compromise my convictions.
I attended Linganore High School, where I graduated with honors in 2010. While there, I discovered my passion for writing and public affairs as a contributor to The Lance, our school newspaper. I continued that path at Frederick Community College, earning an Associate Degree in Communications in 2015. My work for FCC’s student paper, The Commuter, earned me an Excellence in Journalism Award—an honor that strengthened my commitment to informing and serving my community.
My love for local history and sports led me to the Frederick Keys, where I served as an intern team historian and contributor to their GameDay Magazine from 2010 to 2016. After my time with the Keys, I launched my own Facebook Live program, SportsTalk with Chaz, interviewing notable sports figures, including Maryland Women’s Basketball Coach Brenda Frese and legendary broadcaster Frank Herzog.
My interest in politics began long before I ever considered running for office. American History has always been my favorite subject, and as a high school freshman, I became deeply engaged in national and local issues. Listening to Rush Limbaugh—one of the most influential voices in the conservative movement—inspired me to get involved and eventually to seek public office myself.
My grassroots activism began at age 17 when I joined the Frederick County Republican Club in 2008. Since then, I have supported conservative candidates up and down the ballot and worked to strengthen our local movement. In 2018, I ran for the Frederick County Board of Education, earning over 3,000 votes. Although I did not win, the campaign opened the door to an extraordinary opportunity: serving as a legislative aide to Delegate Dan Cox in Annapolis during the 2019 legislative session and part of the following year. In that role, I analyzed legislation, communicated with constituents, and helped gather cosponsors for key bills—experiences that deepened my understanding of how government works and how it should serve the people.
I have also served on the board of the Frederick County Conservative Club, working to advance conservative principles and ensure that our county remains a place where freedom, opportunity, and personal responsibility are valued.
I am running for County Council because I am deeply concerned about the direction our country—and our county—has taken. Frederick County deserves leaders who will stand firmly for common sense, fiscal responsibility, and the values that built this community. If elected, I will be an honest, straightforward voice for the citizens of Frederick County—not for the politically motivated interests of Winchester Hall. My commitment is simple: to serve with integrity, to listen to the people, and to fight for a county government that works for everyone.

I have known Chaz for more than 10 years, and I can say with certainty that he will proudly stand up for our Citizens and has a strong grasp and understanding of the issues that affect the people of Frederick County. He will help to bring County Government into its proper place, a Government closer to the People. He will fight for lower taxes, fewer onerous fees, and regulations that are hurting the average citizen in this County and hamstringing our small business community.
